Our difficulty is that it's very difficult to distinguish between local
policy and debian policy when examining a running system.
I'd like to formally propose that Debian adopt a hands-off migration
to FHS approach: We'll do what's reasonable to make sure that running
systems will interoperate with FHS software, but we will *not* be
moving directories around. We can provide tools for sysadmins who
want to do that by hand, but it's not proper for Debian as a whole to
be that concerned about the physical (as opposed to logical) layout
of directories.
