I was thinking of changing the dh-amke copyright file so that it followed
section 5.6 of the Debian policy.
"In addition, the copyright file must say where the upstream sources
(if any) were obtained, and explain briefly what modifications were
made in the Debian version of the package compared to the upstream one.
It must name the original authors of the package and the Debian
maintainer(s) who were involved with its creation."

So I would say that means, for dh-make to comply, that the template file
should have a
 It was downloaded from ....
 Modifications: ....
 Upstream Authors: ...
 Debian maintainer: ...

I'll leave the question about lintian alone.
