Note that /mnt/a/1 is my bo partition, and the undocumented.7.gz exists
there.
The rest is the hamm install, which is not an upgrade, but a fresh
install. I even "re-installed" manpages with no change.

The current bug report, at the suggestion of Policy, asks for a link to
undocumented.7.gz. This suggests that policy is unclear about the "proper"
way to fix the lack of a manpage.

I can confirm that I DO have the manpages package installed, and that I
do NOT have undocumented.7.gz anywhere useful on my system.

Agreed, although forwarding it will do little good. tzconfig is a
Debian-only script. Repairing this problem must go down pretty far on my
todo list, but keeping the bug report open will be a good reminder.
