Policy "debate"

I am curious what all the uproar is over the policy... I've been lurking for a
while here and I have yet to see anything more than a flame war. Is there a
package that breaks if it follows policy? Why? What's the details? Why not
solve a problem and stop a circle that's not getting anywhere?
