     That section of the Policy Manual says, "Packages should try to
minimise the amount of prompting they need to do".  Surely that
implies minimizing unnecessary prompting.  Your proposed prompting
that is intended to save the user from losing data irretrievably is
certainly desirable, and could be considered necessary.  I think your
idea is good.
