I second this. But I want to go even further.

You will soon realize that you need an infinite (but countable) number of
meta-meta-meta-...-meta-policies, and you won't even have enough time to
write down the first hundreds.

I hereby propose an "Aleph-zero-policy", that controls how
meta-meta-...-meta-policies are handled.

Uh, did I mention the Aleph-one-policy" ?
