I thing you're missing the capability of Makefiles.

New documentation will only be created if source changes.  Make only
has to compare either timestamps.

Ok, but this is a different story.  If I get such Makefiles I'm trying
to optimize them where I can and submit it to the author.  I think this
is appropriate.
