The problem is that it is not clear enough what exactly is "the packaging
system". In my interpretation, all prerm, postrm, preinst and postinst are
part of the packaging system. Since any prerm may use any ordinary program
from an essential package, essential packages have "always" to work (this
means using Pre-Dependencies for all libraries, at least).

For example, if diff is essential, it should Pre-Depends on libc6, because
otherwise maintainer scripts which use it would fail. Right?
