Mmm, are you sure?
I have LC_ALL=es_ES in my environment (and *no* LANG variable defined),
and I can see spanish translations in all the localized programs.
As far as I know, LANG is only for overriding LC_ALL, as a last resort.
I cut and paste from GNU gettext info file:
In the function `dcgettext' at every call the current setting of
the highest priority environment variable is determined and used.
Highest priority means here the following list with decreasing
priority:
1. `LANGUAGE'
2. `LC_ALL'
3. `LC_xxx', according to selected locale
4. `LANG'
