I think we have gotten slightly more sophisticated and user
friendly since those days.

Then I suggest you learn about your system better before
starting to try to influence policy about it.
The corrrect way to stop xdm from starting is to edit
/etc/X11/config, and remove ^start-xdm from that file.
I am glad you brought this example up; this is precisely how I
want the ip-up stuff to be done.

/etc/ppp/ip.conf is not a conffile, since it belongs to no
package. Please read the Policy about Configuration files
which are not conffiles.
