I think it is because procps contains /bin/ps, which may be used
in {pre,post}{rm}{inst} scripts.

It would be nice also to have a document explaining why these are not
essential.
For example: Policy says that no library should ever be essential so that
it may be removed easily when they are no longer needed. This would apply
to libc6, libreadlineg2, ncurses3.4, etc.
