        The subject is widely covered in updated kbd.FAQ (kbd 0.95).

        AFAIK FreeBSD uses Del for delete and BS for backspace.
And surely this doesn't make it bad OS. The same for the most of others.
#### FreeBSD console entries
...
cons25w|ansiw|ansi80x25-raw|freebsd console (25-line raw mode),
...
	indn=\E[%p1%dS, kb2=\E[E, kbs=^H, kcbt=\E[Z, kcub1=\E[D,
                                      ^^
	kcud1=\E[B, kcuf1=\E[C, kcuu1=\E[A, kdch1=\177, kend=\E[F,
                                                   ^^^

Most programs including these packaged for Debian are not for Linux
only. There was a message about plans for common libc6
Sun/SCO/*BSD*/Linux binaries some time ago.
        Changing BS and DEL values just creates additional problems
for developers and users.
        Just for the Emacs on console maybe you can assign
F1 to Control-H with loadkeys.
