This was discussed in July in debian-devel, if I remember well.
Andreas Jellinghaus created a list of "packages which almost always have
to be there to compile any package, and therefore no Source-Depends: is
really useful".
Examples: binutils, gcc, dpkg-dev, make, etc.
[ IMHO, the list should be as short as possible ]
We have to agree on the list we are going to use.
Moreover we need virtual names like "ncurses-dev". This has to be
discussed also.
