Easy now, we don't want to make a lot of packages instantly buggy, not after
such a long period of ambiguity. It would likely annoy maintainers who did
it differently and wouldn't get anything done any time soon.

The Policy Manual should say "it is suggested to put -doc stuff into
/usr/share/doc/<package>" and "if you follow the above recommendation,
place a symlink as well". That way the bugs filed would be minor at best.
For now; later we can upgrade the recommendation as the transition
progresses.
