The idea is not bad in general. The problem (as people has already
told) is common unix practice. This can be solved though.

First of all it should be hidden so ~/.etc is a LOT better than
~/etc

The problem with other unixes can be solved by creating a symbolic link
from ~/.etc to ~/

So it is actually possible to disable this feature.

But a better approach is to convince every upstream that this is a good
thing <tm> and that files should be moved. I think that can be prerry hard
though.
