Bug#148194: debian-policy: Clarification needed regarding multi-line fields

This was discussed on the debian-policy mailing list under the
subject "Policy ambiguity regarding control files", first message
2002-05-14. Below is my initial message; note that there is a
relationship between this bug and #131583, since the "Description"
field is not explicitly defined as an exception to section 3.1.

There are 39 packages in the May 11 Sources file for woody that
have the Build-Depends field broken out onto multiple lines.

According to section 3.1 of Policy:

Except where otherwise stated only a single line of data is
allowed and whitespace is not significant in a field
body.

Section 7.1, which describes the syntax for relationship fields,
does not state that any of those fields are an exception to the
single-line rule, and thus build-depends would seem to be
required to be a single line.

However, the example at the end of section 7.1 shows a
build-depends line with an explicit line break.
