libcurses-ui-perl: Patch does not seem to work, tagging help

Hi,

since the package was suggested as a candidate for the Bug of the Day[1]
I had a look.  I've updated Git[2] to the latest packaging standards and
I think it makes sense to upload the package once Trixie is released to
announce valid Vcs fields.

I also tried to create a patch based on the hint given inside the
upstream RT tracker[3] but since the build time test failed I did not
activate the patch.  Just to let you know - in case you might see my
mistake in interpreting the hint given inside the tracker or you might
have a better solution.
