I would check the environment, on your machine (altough that's 
probably ok if debuild works) and in the chroot:

printenv | grep PERL

and check if there are variables which contain a reference to 
"$HOME/perl5" (like PERL_MM_OPT or PERL_MB_OPT etc.).

They are set by/for e.g. local::lib (liblocal-lib-perl).
