Updated libpath-dispatcher-perl
Hey,
The next major version of Request Tracker will be adding
Path::Dispatcher as a dependency. We've had this in Debian in the past,
as libpath-dispatcher-perl but it was removed from Sid in 2017 [0] due
to a dependency on Any::Moose and isn't in Buster.
At the start of this year upstream has revived Path::Dispatcher again
and converted it to use Moo.
I've updated the packaging to merge in the new upstream release, it is
here:

Is there anything special required to remove packages out of attic?
