KGB notifies changes on #debian-perl-changes (and not on #debian-perl anymore)

Hi team,

A few weeks back - I admit it seems like a couple aeons ago in those
strange times - Utkarsh suggested we move the KGB changes notification
on a dedicated channel, instead of #debian-perl. [1]

A few people were in favor, other didn't mind, and none was against.

Since we appear to have consensus on the matter, we took care of that
during last LHF. [2]

So, KGB now notifies of changes on #debian-perl-changes instead on
#debian-perl, which remain solely for discussion.

Docs have been updated (pending wiki update for
https://wiki.debian.org/IRC and possibly other pages).

if you use irssi, you can add the channel to your confoguration using
the following commands:

/channel add -auto #debian-perl-changes OFTC

and of course:

/join #debian-perl-changes

Don't forget to save your configuration once you're happy with were the
window is:

/layout save
/save
