dependency failures with dh-make-perl --recursive --build --install --cpan?

Hi all,

I'm using dh-make-perl to install some CPAN packages not yet in Debian
and that are probably too niche to bother with packaging.

I am running this command-line:

   $ dh-make-perl --recursive --build --install --cpan Dist::Zilla::PluginBundle::DROLSKY

Some modules fail builds like "Can't locate Version/Next.pm in @INC"
due to not yet installed build/test dependencies. For the cases that
I'm looking at, the missing dep was in META.yml build_requires and
Makefile.PL TEST_REQUIRES so theoretically I would think dh-make-perl
should be processing it before the package that fails.

Is that a bug in the CPAN packages that fail or in dh-make-perl?

PS: I've filed the other issues I encountered as #954827 and #954975.
