The mission of the Debian Perl Group is to package CPAN
distributions (usually modules, some occasional apps which are also
on the CPAN). While we might have a few rare exceptions, typically we
don't maintain random applications just because they happen to be
implemented in perl.

Looking at https://sources.debian.org/src/razor/1:2.85-4.2/ it seems
that razor uses ExtUtils::MakeMaker so should behave like most perl
packages, from a packaging point of view.

I have no objection if someone from the Perl Group wants to adopt it
under the team umbrella but I won't put this on my personal TODO
list.
