libproc-syncexec-perl has no rdeps and a popcon (vote) count of 0, so
this could be removed.

libipc-signal-perl libproc-waitstat-perl libstring-shellquote-perl libtime-period-perl
have some or quite a few reverse dependecies, so we should probably
take them.

Since uploads to unstable during the freeze are problematic, we might
want to defer the adoption until after the release; or `dpt takeover'
them in git now, and someone needs to keep tabs in order to upload
them later.
