I've now filed a dozen or so Debian bugs about the ones that clearly
trigger the warning.

Not quite all of the bugs have corresponding upstream tickets; help with
forwarding those would be appreciated.

I've also tagged some "easy" cases where there are few or no reverse
dependencies and an old upstream ticket with no activity.
