Merged pkg-perl-tools/scripts/forward-{patch,bug} into forward

Both dpt-forward-patch and dpt-forward-bug will be merged into
dpt-forward in next package upload. The changes are already in
the pkg-perl-tools git repository.

There are a couple of new options in dpt-forward that you can use
to send bugs and patches to upstream by mail (e.g. for upstream
authors that prefer mail over bug trackers): «--use-mail» and
«--mailto author@example.com». Please, find the details in the
manual page.
