Adopting libparse-debianchangelog-perl under the umbrella of the Debian Perl Group

Hi Frank,

I'm in the process of importing libparse-debianchangelog-perl into the
Debian Perl Group repository. Of course you're more than welcome to
participate in its maintenance as part of the team :)

(gregoa told me you're a team member, and that some other packages of
"yours" are already under the team's umbrella, hence the slightly
faster than usual adoption process).

Thanks for your work on this module, both upstream and in Debian!
