You're not supposed to assume that perl is in Build-Essential, but in
practice it is, via dpkg-dev -> libdpkg-perl -> perl, so I expect breakage
if that assumption is changed since it's rarely tested.

Maybe it would be worthwhile to break that and clean up the results... but
on the other hand this sort of thing tends to result in a lot of work for
somewhat questionable gains, so it might be better to just add perl to
build-essential and stop worrying about it.
