Why libconfig-model-lcdproc-perl tests failed only on build system



For the record, libconfig-model-lcdproc-perl test fails on DriverPath 
parameter. 

Debian package is patched so that DriverPath default is Debian installation 
directory (computed with the gnu triplet). The patch also verifies that the 
DriverPath directory exists.

This directory is brought by lcdproc package. Hence this package must build-
depend on lcdproc (which was missing, hence the FTBS)

The deep recursion was due to a bug in Config::Model::Value occuring during 
error handling of a failed "fix" attempts. This is now fixed.

A runtime dependency of  libconfig-model-lcdproc-perl on lcdproc is not wanted 
because:
- a wrong DriverPath is "just" a warning
- lcdproc will depend on this package once I find time to finish the automatic 
configuration upgrade for lcdproc
