Probably dh_auto_install which installs them.

Examples:
libbio-primerdesigner-perl/debian/rules (dh_auto_install)
libgenome-perl/debian/rules (dh_installman, oopsie)
libhtml-formfu-perl/debian/rules (dh_auto_install)
libmoosex-aliases-perl/debian/rules (dh_auto_install)
libmoosex-method-signatures-perl/debian/rules (dh_auto_install)
libperl-prereqscanner-perl/debian/rules (dh_auto_install)
libsql-translator-perl/debian/rules (dh_auto_install)
padre/debian/rules (dh_auto_install, slightly complicated :))

Cheers,
