Package created, git repo pushed to alioth.

I'm a bit unsure license-wise. README talks about 
| OSTN02 transformation data is freely available but remains Crown Copyright (C) 2002
my impression is that there are some of those data included; the
license I found on the http://www.ordnancesurvey.co.uk site also
doesn't make me completely happy at first glance:
