the only "silver-bullet-ish" proposal i've seen is the suggestion that
humans should not be involved in the review of what packages should make
it into the official debian archive.

Yep, i think you're right on all counts here, and i think the work
you're doing sounds awesome.  Making it easier for software authors to
*know* about these issues (and some proposed simple solutions) will make
it easier for them to fix things.
