This is to be done in the package directory itself, so
$yourcheckout/packages/libfoo-perl. If you use mr as described in
[1],
then you should have the following in the toplevel:
$ ls
alioth-git-repo compare-hashes packages pkg-perl-post-receive
remove-repository scripts setup-repository split-json-info tools
website

The setup-repository is in the meta.git itself [2].
