Below my comments on your package: 
Just a note before starting: I'm not a DD, so feel free to ignore my
review.
* debian/control
   + Build-Depends: debhelper (>= 7): you can update it to (>= 8)
   + Standards-Version: 3.9.1: you can update it to 3.9.2
   + Missing Vcs-* fields: we use git repository for all our packages.
     For instruction on how to use it, please read 
     http://pkg-perl.alioth.debian.org/git.html
   + long description: please substitute 'Tenjin' with 'libtenjin-perl'
   + short description: should omit any initial indefinite or 
     definite article like 'a', 'an' etc. etc.
* debian/compat
   + Update it to 8
* debian/libtenjin-perl.docs
   + if the README file does not contains useful information, 
     usually, we don't release it. In this case I think we can 
     release, but wait for a DD opinion.
   + Perhaps Changes file can be released as 'upstream changelog' 
     but also in this case, wait for a DD opinion
* debian/copyright
  
   + use DEP-5 format as below
      Format-Specification: 
      Maintainer: 
      Source: 
      Name: 
* debian/changelog
  + please close an ITP/RFP bug
    http://pkg-perl.alioth.debian.org/howto/RFP.html 
* debian/patches
  + Use DEP-3 headers:

Building the package I get this lintian messages:
W: libtenjin-perl source: out-of-date-standards-version 3.9.1 (current is 3.9.2)

I need to check the dependencies you specified in d/control: I'll do it
next time, when all this things will be fixed.
