Please unblock package libcarp-clan-perl

libcarp-clan-perl 6.02-1 currently in squeeze and unstable had some
missing licensing information. This was fixed in 6.04-1 by upstream,
see upstream's changelog entry:

Version 6.04  24.10.2009
 + Solved RT ticket #50796 (inform type of license)
 + Made the test suite compatible with Perl versions < v5.6.0

This fixes Debian Bug #592471 [1].

The package is not (yet) uploaded to unstable, and the changes
looking at the debdiff are somehow conisistent (most from them however
comes from the move from license text files into another directory),
but added two tests for pre-5.6.0-Perl stuff, not affecting us.

The main part relevant for the bug is, adding in the README, which
get's installed now in the binary package, a explicit note regarding
license and copyright.

I attached the full debdiff for this. As said the package is yet still
ready for upload, but not yet uploaded.

Would it be possible to add a freeze-exception here?
