Debian-perl is the wrong mailinglist for such question, and so is private mail IMHO. Proper place to discuss it is debian-project@.

This has been discussed before, however, and I believe nothing needs changing: The licensing field is required but must not contain an actual license: when there is no license (which is the case with PD, because there is noone to grant the license when ownership is passed to the public) then use the licensing field to explain why there is none.
