I'm told that this bug shouldn't be closed until the new version of
source package that fixes this is uploaded. To that end, I'm taking a
look at all the modules of mine that are affected by this issue (that
is, Test::Signature causing download of a signature file from a
keyserver), and try to get them sponsored & uploaded.

Thanks for this bug report, it shall be closed once the fixed version
gets uploaded.
