Ah, ok, I was just grepping for PREFIX yesterday and most of the
commands indeed had both PREFIX and DESTDIR

For pkg-perl's trunk:
$ grep PREFIX */debian/rules | grep -v DESTDIR | wc -l
64

Sounds better indeed :)
