If I understand it correctly, Charles is asking about a different
module (libmath-random-perl) than the one mentioned in the subject;
according to #505182 libmath-random-perl will have to go into
non-free, and Charles is asking if it's ok to have non-free packages
in our repo.
I think we don't have an explicit policy on this topic; according to
http://qa.debian.org/developer.php?login=pkg-perl-maintainers@lists.alioth.debian.org
we have 1 non-free package, so I guess there is no substantial
problem.
