Handing off liboggvorbis-header-perl to the debian-perl group

I currently own the liboggvoris-header-perl package, which was sponsored by 
Gunnar Wolf. I currently am not able to maintain it and would like to place a 
request for this package to be picked up by the debian-perl community.
