libiptables-chainmgr-perl : initial upload

As for libiptables-parse-perl module, I put the description of the
package since I sent the ITP two weeks ago.

I would be glad if someone could take a look at it.

I have learned from libiptables-parse-perl so I hope this one is better.

Psad (2.1.2-1) uses this perl module as well, but it is currently
built-in its package.
