I imagine it could work fine without it if only a config file is
provided to instruct it to use some other font by default. Or if a
command line option instructs it to go contact some font server.
So the current behaviour of xvfb only recommending xfonts-base makes
good sense.
Looking at recommends is often helpful in resolving tricky
build-dependencies :-)
