We can't, unless we manually maintain a list of exceptions to the CPAN rule, which isn't something I'd do. The most sustainable solution would be to educate authors who do it wrong, and ignore the others, the effect being that their pre-release versions, such as C-R 1.05_01, won't be picked up by our infrastructure -- not much harm done, I guess.
