svn-inject oddness

When running this command: svn-inject -l 2 libxml- xpathengine_0.08-1.dsc svn+ssh://jeremiah-guest@svn.debian.org/svn/ pkg-perl

I get output that says: svn: 'branches/upstream' does not exist and the inject fails.

Is this a bug?

Rest of svn-inject output follows:
