Alioth spam - Finally closing the trackers

Ok, so the universe and its coincidences want this to happen.

As some of you have noticed, I have mass-closed the tickets in our
"Modules to package" and "Packages to upload" trackers. For the first
one, they were all around two years old, and for the second, the
packages to be uploaded didn't exist in the repository (and at least
for some, I asked a long tima ago to the submitter), so there was
nothing really worth keeping.

For the TODO list, I am only keeping the following:
+ [ #300427 ] Pseudo Policy file
+ Let's add a .txt file to our web describing some internal guideline,
+ including
+ * changelog handling
+ * release process
+ and anything that still has to come up.
+ [ #300702 ] Debian Tags for our packages
+ Basically a reminder for myself, but whoever want to try it, please
+ do:
+ "Tag our packages."
+ See http://debian.vitavonni.de/packagebrowser/

...So I'll just put this in website/TODO - Feel free to ellaborate on
this file. I'm fed up with spam, so the trackers are gone now.
