This is weird. All the tests succeed on every machine I have tried to
build the package on (3 different Debian/testing machines).

I would rather not ignore failing tests. (Yes, failed tests were being
ignored with previous versions of libmail-spf-query-perl, but this is not
what upstream intended.)
Could you do me a favor and build and install the package with tests
disabled and try the following commands on your machine, and give me the
output?
$ spfquery -i 192.0.2.200 -m 52.spf1-test.mailzone.com -h 52.spf1-test.mailzone.com
$ spfquery -i 192.0.2.130 -m 52.spf1-test.mailzone.com -h 52.spf1-test.mailzone.com
$ spfquery -i 192.0.2.200 -m 10.spf1-test.mailzone.com -h 10.spf1-test.mailzone.com --local 'include:servfail.%{d3}'
What version of libnet-dns-perl do you have installed? 0.53-2?
I know this isn't really your problem, but I don't really have a lot of
options, given that the package tests fine on all of my machines. :-(
