Well, in the context of Debian packages, "proper" would typically mean
"compliant to policy" or something like that.  This is all I meant.

I think you got a technical answer to this in another reply (a much
better answer than I originally gave you, by the way).

However, I think you're also asking why I don't personally think it's
worthwhile to list the modules that libxmltv-perl provides.  One reason
is that there are a lot of them.  Another reason is that the typical
user will never develop directly against the libxmltv-perl package.  It
only exists as a dependency for use by other packages like xmltv-util
and xmltv-gui.  So, adding the information to the description just
doesn't seem worthwhile.
