Less strict upload requirements



Hi Debian Perl Group,

since more and more of us (namely HE and ruoso) became full DDs, and
therefore are able to upload their packages and be responsible for them,
we can drop the "has to be checked by three people" rule. He who signs
it is responsible, that's it. It is of course still possible and ok to
ask if someone could go over a package, for example at the first upload
or a sponsoring.

Unless others think differently, I'll change the files on our website
accordingly, and you can start uploading. The "Package to Upload"
Tracker will still be used for Group members that need sponsoring.

Good work by the way. A steadily increasing amount of maintained
packages, and a really low bugcount ('though that might be the nature of
perl module packages)
