While it's true that you can do a lot of XML processing with Perl 5.005
and ASCII, it's also true that UTF8 is a required encoding for XML.
And I have, on several occasions, been tripped up by UTF8 encoded
files (produced by perfectly conforming XML applications) that then
get mangled by some perl script or another.
