You have some perl problem here, this is not a debconf problem, I think.
To test, perl -e 'use Data::Dumper' probably blows up too.

I would guess you have somehow managed to get
/usr/lib/perl5/5.005/Data/Dumper.pm out of sync with
/usr/lib/perl5/5.005/i386-linux/auto/Data/Dumper/* , possibly by
partially (down?)grading Data::Dumper locally.
