building libterm-readline-gnu-perl

I was building libterm-readline-gnu-perl and noticed that it is
Priority: extra.  Why is this?  It doesn't conflict with others of
higher priorities and it doesn't have specialized requirements.   There
are quite a few Perl modules that use either libterm-readline-gnu-perl
or libterm-readline-perl-perl, so it isn't likely to only be useful if
you already know what it is...
